1. In a medium bowl, gently toss the tuna, shallots, chili pepper flakes, lime juice, fish sauce, cucumber, ginger and cilantro. You want to lightly coat the tuna while keeping it slightly chunky
2. Allow the tuna salad to marinade for at least 10 minutes for good flavor
3. Served chilled or at room temperature with lettuce leaves, pita wedges or crackers.
