1. Combine the desiccated coconut, coconut water, sugar, cinnamon and milk in a pan.
2. Heat gently until the sugar dissolves, then cook gently, whisking constantly until the dough is thick enough to come away from the base of the pan.
3. Take off the heat and divide into 10 portions.
4. Shale these into bars and allow to cool and harden before serving.
5. To make white cocadas replace the dark brown sugar with white sugar.
